Avoid direct calls to DBMS_OUTPUT procedures

The output of DBMS_OUTPUT.PUT/DBMS_OUTPUT.PUT_LINE will not be visible when SERVEROUTPUT is set to OFF. Moreover, unless this call is explicitly necessary, is better to use logging mechanism instead.
